Roberto Cigna highlights the fact that breastfeeding in public is not a crime in his illustration of a woman posing for a mug shot with her baby in her arms. Cigna notes that a woman, a mother, is not a criminal for feeding her child in public.

According to the National Conference of State Legislatures (NCSL), 49 states, the District of Columbia, and the U.S. Virgin Islands now have laws that allow
women to breastfeed in any public or private location.
